The administration is ultimately capitalizing on the fact that many people were surprised to learn as they did their taxes this year that they were being fined for not having coverage in 2014. At the same time a new special enrollment period has been announced, the Obama administration also admits that 800,000 Healthcare.gov customers have received incorrect tax forms.
